The first block of the year describes a person's task towards their country and their people — that is, towards a community larger than the family. Within it, the nineteenth arcanum is responsible for the structure of power: for how power is gathered, consolidated and held.
In practical reading this is the theme of large structures. The state, big organisations, monopolies, everything built on hierarchy and on scale. A person with this arcanum in the first block more often ends up where decisions are made not for themselves but for many — even if they never set out for anything of the kind.
The reverse side of the same theme is the temptation to decide for others and to measure success by size rather than by quality. The arcanum neither promises power nor obliges anyone to seek it; it says that the question of power has been posed in this life and that there is no walking past it.
